Deputy Manager - HSE (Health, Safety & Environment)

Objective / Purpose of the job

1. Heading HSE function. 
2. Develop and drive HSE culture across the organization.
3. Support project sites and co-ordinate with various statutory and non-statutory authority on HSE activities. 
4. Cultivate and promote good HSE practices within the organization.

Key Responsibilities 

1. Monitoring and check all on-going activities for safety parameter as per company safety norms.
2. Ensure permit to work system is properly followed.
3. Coordination for conducting audits, work site inspections, mock drills and HSE trainings.
4. To evaluate Hazards, Unsafe Acts, Unsafe conditions and taking all necessary steps to prevent/restrict them.
5. Prepare HSE manual, HSE procedures and JSA.
6. Conduct annual training calendar for Fire Fighting and Safety training programs.
7. Actively get involved in conducting Fire & Safety training at sites.
8. Prepare a checklist for conducting proper checks of all firefighting and safety equipment’s.
9. Evaluation of Safety related tenders and Fire Water Network Tenders, Operation, and maintenance of Fire network
10. To ensure compliance and implementation of all Legal and Statutory provisions that are required in all aspects of the workplace safety.
11. Conduct pre-commissioning safety audits for domestic and commercial connections and also for installation of booster stations.
12. Participate in commissioning and operation and maintenance of City Gate Station and booster stations for CGD.
13. Educating the employees/work force about the safe work procedures and implement the same in the workplace for a zero-accident work performance.
14. To drive implementation of HSE processes and asset integrity practices of the Company at the respective GA/Zone level in line with the set norms.
15. Should be well conversant with the CGD specific practices and its implementation.
16. Should be conversant with PNGRB’s T4S, ERDMP and IMS regulations and its implementation.
17. Responsible for safety, risk management and hazard analysis
18. To conduct safety audits (internal & external) and comply with the audit recommendations.
19. To execute the HSE plan as per schedule.
20. To provide solutions on HSE related issues during Projects/O&M job execution
21. To implement all safety standards during pre-commissioning, commissioning of Steel pipeline, CNG stations, Industrial, Commercial, and domestic connections.
22. Liaison with state fire agencies and other statutory authorities
23. Any other role and responsibility assigned by the Management from time to time

Knowledge and Competencies

1. Thorough understanding of Industrial Safety, Fire Protection Systems.
2. Thorough knowledge of Statutory laws related to Health, Safety & Environment.
3. Self-starter should be able to work with multiple stakeholders (HODs).
4. Strategically inclined, able to conceptualize and implement key HSE initiatives.
5. Leadership abilities, Good Interpersonal skills, Patient, Strong Communication skills, Good analytical skills
