Deputy Manager - Engineering and Projects

Objective / Purpose of the job

  • Leading the planning, design, and building of CGD networks, including steel and MDPE pipelines, City Gas Stations (CGS), and CNG stations.

Key Responsibilities 

  1. To coordinate and direct the project activities to accomplish the MWP target mandated by PNGRB
  2. To develop project specification and procedures along with the PMC for ensuring smooth execution of work activities
  3. To understand & arrange the technology, resource needs for the projects
  4. To ensure timely review of the CNG/PNG steel and MDPE pipeline network progress with the PMC
  5. To plan & execute installation, testing and commissioning of the equipment and facilities
  6. Develop and implement Standard Operating Procedures for all engineering and technical work activities performed at project sites.
  7. Administer & execute and keep record of all the construction activities at project site. • Liasoning with various bodies and agencies for obtaining permissions and site supervision required for the project
  8. To carry out inspection of equipment, structures and material to identify any errors, defects or problems
  9. Development of PMC tender and execution of the same
  10. ROU and Land Acquisition for DRS, Mother Station and material storage.
  11. To obtain necessary permission for pipeline laying
  12. Overall responsibility for project execution/ project resource accounting/ commissioning and handling over of system & records to operations.
  13. Review and modify specifications and bid proposal documents to ensure that the documents are prepared accurately in accordance with the guidelines approved
  14. To review contracts and contractors bid proposals for accuracy, compliance and bid responsiveness, including ensuring contracts comply with insurance and bonding requirements.
  15. Prepare the service contracts, work contracts, contracts, and procurement that is required for day-to-day operations of the company and during project stage.
  16. Identification of suitable vendors, suppliers, consultants, contractors.
  17. To finalize the techno commercial evaluation of the bids received.

Educational Qualification

  • BE/B Tech (full time) in any branch of engineering with at least 60% marks or CGPA of 6 on 10-point scale
    PMP (Project Management Professional) can be an added advantage

Experience 

  • Above 4 years post qualification work experience of handling Engineering and Projects function including Steel & MDPE pipeline laying & inspection

Knowledge and Competencies

  1. In line experience in handling Project Management, O&M, Engineering, Contracts & Construction Management CGD sector.
  2. Excellent organizational, communication (verbal and written), multitasking, and problem-solving skills.
  3. Proficiency in project management tools, Microsoft Office Suite (especially Excel), and potentially GIS platforms for network management.
  4. Experience of Gas Pipeline projects (Steel/PE).
  5. Leadership skills, Team Player, Sound professional & Functional knowledge, Interpersonal skills, Excellent in Communication skills.
  6. Knowledge of best practices in the relevant industries.

Manager - Operation & Maintenance and Engineering

Objective / Purpose of the job

  • Lead Strategic Planning, Project lifecycle management, Operational Excellence and ensure regulatory compliance across Geographical Area (GA)

Key Responsibilities 

  1. Infrastructure Development: Leading the planning, design, and building of CGD networks, including steel and MDPE pipelines, City Gas Stations (CGS), and CNG stations.
  2. Operational Excellence: Overseeing the distribution of Piped Natural Gas (PNG) to domestic, commercial, and industrial sectors, ensuring maximum system uptime.
  3. Maintenance Strategy: Implementing preventive, predictive, and corrective maintenance schedules for critical assets like compressors, dispensers, and pressure regulating stations (DRS/MRS).
  4. Integrity & Safety: Ensuring compliance with PNGRB's T4S safety standards and managing Integrity Management Systems (IMS) to minimize gas losses and prevent leaks.
  5. Technology Integration: De ploying SCADA systems for real-time monitoring, In-Vehicle Monitoring Systems (IVMS) for logistics, and advanced leak detection technologies.
  6. Strategic O&M Management: Developing and implementing long-term O&M strategies, including preventive, predictive, and corrective maintenance schedules for critical assets like compressors, dispensers, and gas odorizing skids.
  7. Engineering & Design Oversight: Leading the technical design and engineering of network expansions, including City Gate Stations (CGS), District Regulating Stations (DRS), and Metering Regulating Stations (MRS).
  8. Asset Integrity & Safety: Ensuring 100% compliance with PNGRB T4S (Technical Standards and Specifications including Safety Standards) and implementing Integrity Management Systems (IMS) to minimize gas losses and manage operational risks.
  9. Project Execution: Planning and monitoring large-scale infrastructure projects, such as steel and MDPE pipeline laying, to ensure they are completed on time and within budget.
  10. Technology Integration: Overseeing the deployment of SCADA systems for real-time monitoring and advanced leak detection technologies to enhance operational efficiency.
  11. Vendor & Stakeholder Liaison: Managing relationships with contractors, OEMs, and government authorities for permissions and audits.
  12. Emergency Response: Establishing and manning 24/7 control rooms to handle gas-related emergencies and customer complaints.
  13. Strategic Planning: Plan, develop, and oversee the execution of all CGD network existing and expansion projects, including MDPE (Medium Density Polyethylene) laying, steel pipelines, CNG stations (CGS/MRS/DRS/FRS), and associated facilities.
  14. Execution & Monitoring: Lead the entire project lifecycle from feasibility studies and design to construction, pre-commissioning, and final commissioning, ensuring projects are completed within the set timelines, budget, and quality standards.
  15. Resource Management: Optimize the allocation of manpower, materials, and equipment across various project sites and manage contracts with vendors and third-party inspection agencies (TPIAs). Ensuring the timely availability of resources, including manpower and materials, and coordinating logistics for equipment and inspections.
  16. Documentation & Reporting: Ensure all project documentation, including drawings, permits, inspection reports, and progress reports (MIS), is accurately maintained and reported to senior management and regulatory bodies (PNGRB).
  17. Timeline and Schedule Management: Monitoring project plans, schedules, and work hours to ensure project deadlines for pipeline laying (steel & PE) and station installations (CNG/PNG) are met promptly.
  18. Budget and Cost Control Support: Monitoring project budgets, tracking expenditures, verifying bills from contractors, and resolving any financial queries.
  19. Risk Management Assistance: Supporting the identification and tracking of project risks and opportunities and escalating potential issues to the project manager.
  20. Network Integrity: Develop and implement O&M procedures to maintain the integrity and reliability of the entire gas network infrastructure.
  21. Maintenance Schedules: Coordinate preventive and predictive maintenance schedules for pipelines, regulating stations, odorizing units, and other CGD assets.
  22. Preventive Maintenance Coordination: Coordinate and support planning and scheduling routine inspections, preventive maintenance activities (e.g., filter changes, lubrication, meter calibration), and leak surveys to minimize downtime and extend asset life.
  23. Inventory and Spare Parts Management: Coordinate the management of spare parts inventory to ensure timely repairs and replacements.
  24. Regulatory Liaison: Coordinate with local authorities, oil companies, and regulatory bodies (CCOE, PNGRB, etc.) to obtain necessary permits, licenses, and ensure all operations are compliant with industry standards (ASME, API, AGA).
  25. Quality Assurance: Implement rigorous Quality Control (QC) and Quality Assurance (QA) procedures, conduct regular audits, and certify contractor's work and bills.
  26. Safety Standards: Enforce strict health, safety, and environmental (HSE) protocols to protect personnel and the public during all construction and O&M activities. Ensuring all O&M activities conform to local, federal, industry (PNGRB), and company safety standards and regulations (e.g., T4S norms).
  27. Team Management: Lead, mentor, and coordinate cross-functional teams, resolving conflicts and fostering a collaborative and productive work environment.
  28. Stakeholder Communication: Serve as a key point of contact for internal and external stakeholders, including clients, consultants, and government bodies.

Education Qualification

  • Essential - BE / B Tech (full time) in any branch of engineering with at least 60% marks or CGPA of 6 on 10 point scale
    PMP (Project Management Professional) can be an added advantage

Work Experience

  • Above 07 years of post qualification work experience in CGD projects, O&M and Engineering within the CGD sector, including planning, design and building of CGD network
